gapps: Add AndroidMigratePrebuilt

* On Custom ROM's on Pixels, the downloading of
  this app by SetupWizard often hangs up,
  and needs to be restarted. Ship this to avoid
  that.

* Added to LOWMEM checkas it isn't necessary.
